If the CRTC, government, actually wanted to increase Canadian content that will be seen by a large audience it would have rewarded success, not just the act of producing Canadian content that will probably be low-quality and seen by few people, and created only to fulfill quotas.

Give Canadian producers a tax deduction if their productions are successful, seen by a lot of people and make a profit.

That will encourage Canadian producers to create high-quality products that will be seen by a large audience of Canadians and non-Canadians throughout the world.
