I think that in order to gain a more comprehensive understanding of this matter would be to also consider the **political** aspect of this ban.
What I mean by this is that Minister Champagne - just like puppet Minister Melanie Joly - has been traditionally on-board with the "rules based order" (i.e., the marching orders of the U.S. Military/Security Complex) which has as one of its primary foes China (where ByteDance comes from).
Of course, there are a host of security and privacy related issues with the Tik Tok app. But, it would certainly appear, at least to me, that Champagne is not being completely forthright and is shielding his stance under the cloak of "national security" in order to acquiesce or disguise his subservience to his overlords in the U.S. and secretive Bilderberg associates - where he has been a frequent participant (see https://www.wikispooks.com/wiki/Fran%C3%A7ois-Philippe_Champagne).
