Even the government seems to admit that it needed to find additional funding to make up for what is far more legislative fail than negotiating brilliance.
I've only been following this incidentally, and obviously don't understand it. Is it referring to doing a search on Google (or other search engine), being presented with a list of websites, and then visiting those websites? Are the websites asking that Google pay them for that service? If the websites have a cost associated with being scanned by Google, they can avoid that cost by putting instructions on their websites to tell Google and others to ignore their website. Whether or not they are scanned by Google is their choice.
